I'm not sure he has the balls for it. The temper, sure, but that man pulls out so often it's a wonder he managed to have kids. He could start WWIII, of course; he has the power.
But I think it's more likely that he'll just stir up enough chaos for someone else to pull the trigger first, so he can act all butthurt about it. There are enough other stupid people in power to make this very plausible.
