Yesterday I tried to get on the elevator but this woman was blocking my path holding a baby and saying "do you know her? is this your baby?" and I go "no, now please let me on the elevator". Apparently this baby was just wandering around in the hall and this woman who found the baby had this huge grin on her face like she thought it was funny or something. I was appalled. I go "you should call the cops if this kid was abandoned" and she absolutely refused to. So we start looking for somebody who is the mom or dad or otherwise supposed to be looking after this kid. She found this high school kid (young mom? much older sister? who the hell knows?) on another floor who said she was taking a shower and the apartment door wasn't locked so the kid walked out. She was acting like it was no big deal. There was a long conversation between both of them in a language I could not identify. I was horrified, this baby could have been in some awful accident or had who knows what done to her by some wacko and they're acting like it's no big deal. Then the girl (I'm not calling her a woman because I don't think she was any older than 17) went back into her place with the baby. I didn't quite see her doing this and that part of the building has the doors to three different apartments right next to eachother so I asked the woman who found the baby which one she went into. She wouldn't tell me at first which shocked me and kind of pissed me off so I insisted and she told me. I went home and called the cops. Cops don't pick up the phone immediately like they do on TV. I was on hold for almost 10 minutes. This all happened at about sevenish in the evening. At about 12:30 AM, my phone rang, waking me up out of a deep sleep. It was the cops wanting me to let them into the building. One cop actually apologized to me for it being so late. I repeated my story to them and told them which apartment the woman who found the baby told me was the right one and showed the cops how to get to that apartment and went back home. Before I went back to sleep I heard the cops leave the building and I very clearly heard one of them say "There are three adults and two other kids in that house--" (if there are that many people in there it makes the neglect of that baby worse) and then I couldn't hear the rest of what he was saying. It took me a long time to get back to sleep but I think I did the right thing.
